Ikaruga Kouhei (Libra), a character from the meta(?)series 12nin no yasashii koroshiya (12 Tender Killers in a Mixed-up World). Hard to explain. The site is here: [link] but it's in full Japanese.
This is based on artist Toru Fujieda's style of Kouhei, from the comics she did for the series (several artists have contributed, and You Higuri did the character designs). I admit, I really only care about Toru's books XD; But, I'm sure the rest are nice, too!
Her series is about a girl named Maaya, whose boyfriend, actor Takagi Ryousuke, has suddenly gone missing. His best friend and make-up artist, Ikaruga Kyouhei, joins Maaya in her search... but he seems to have another side to him . . . I'm reading these veeeery slowly to prolong the experience. Haven't finished them yet!

I love this series so much. The manga published in Indonesia end 2012. And I bought it just few weeks ago. I fall in love instantly. lol Thank you for draw him. Its very hard to find this fandom fanart T_T
